Given that the job of a reference letter is to confirm to a third party that the person being referred is "OK", the letter is to be written in a positive style and not used as an opportunity to demean someone.

Many company managers & owners simply prohibit the writing of reference letters of any kind, by their employees.
If you are employed by a business that shares this rule, you're probably best complying with it.
If, for whatever reason you're absolutely determind to write this referral letter, then write it on plain paper & not company paper.
It really is a skill to be able to pen a good letter of any kind, if you doubt your writing skill, them maybe you should consider handing the job to someone who does have the right skills.

It's always best to write your character reference letter in a standard business format so those that read it can do so without any problems.
And for the benefit of anyone wishes to contact you, make sure you include relevant details in your letter.
